Ernie Bartucci, a University of Toronto graduate, joined the Ontario Public Service in 1982.
Since that time, he has held a number of policy and operational positions at the Ministry of Transportation, where he took an active role in truck transportation, carrier licensing, transit initiatives, municipal and intergovernmental policy, and various corporate projects.
In 1997, Ernie joined Cabinet Office where he developed extensive experience in government policy, strategic planning, and decision-making processes.
Ernie returned to the Ministry of Transportation in the position of Executive Director, Operations, Road User Safety Division, in 2002. In this position, he was responsible for providing executive leadership in the provision of province-wide enforcement and driver and vehicle licensing services and for overseeing driver examination service delivery by private sector partners. He was the executive lead on the procurement of Ontario’s new secure driver licence.
Ernie plays a lead role in Ontario’s response to (WHTI) Western Hemisphere Travel Initiative.
In July 2007, Ernie joined the Ministry of Intergovernmental Affairs as Assistant Deputy Minister of Canadian Intergovernmental Relations.

Nancy Carlson

Nancy Carlson is the Senior Manager and subject matter expert for the American Association of Motor Vehicle Administrators (AAMVA) Digital Image Access and Exchange Program. With over 25 years of consulting experience, Ms. Carlson has been involved in all phases of system development and deployment. Ms. Carlson has been associated with AAMVA since 1996, during which time she has provided technical leadership and business expertise on a variety of Driver and Vehicle system implementations. She is currently responsible for overseeing and promoting the nationwide deployment of the image exchange effort and is assisting AAMVA's Real ID Verification Systems Working Group in identifying implementation strategies that will support Real ID requirements. Ms. Carlson holds a bachelors degree in Physics from Franklin and Marshall College.

Anne Collins

Anne L. Collins was appointed Registrar of Motor Vehicles by Governor Mitt Romney on November 18, 2005. Prior to this appointment Anne served as the Director of the Division of Professional Licensure. In that capacity she had supervision of the 29 professional licensing boards that provide consumer protection in fields ranging from Architecture to Veterinary Medicine. During her tenure Anne was instrumental in eliminating the backlog of consumer complaints. Under her leadership the Division both increased disciplinary actions by 200% and cut case processing time by 70%. During 2002, Anne served as Deputy Director and Chief of Staff of the Massachusetts Office of Consumer Affairs & Business Regulation. In that capacity she was responsible for implementing the state’s Do Not Call Program. This effort helps preserve peace and quiet for consumers by reducing unwanted telemarketing phone calls. Anne also had oversight responsibilities for the Consumer Programs of the Office including the Consumer Hot Line and Lemon Law Arbitration Program and several consumer protection regulatory agencies.
Prior to working at the Office of Consumer Affairs, Anne was the Deputy Registrar of Motor Vehicles. She was part of the management team that dramatically reduced customer wait times at branches, implemented the new driver license system and the new vehicle inspection program. Anne also worked for ten years at the Division of Professional Licensure where she was initially a prosecutor and later General Counsel and Deputy Director for Enforcement.
As Registrar, Anne is focused on initiatives addressing service, security and safety including implementation of Melanie’s Law, new driver training standards, a new automated testing system and facial recognition software.

Bruce Davis has served as the Digimarc Chief Executive Officer since December 1997. He also has been chairman of the Board of Directors since May 2002 and a director since December 1997. He was President from December 1997 through May 2001. Prior to joining Digimarc, Mr. Davis served as president of Titan Broadband Communications, a provider of information technology and satellite communications systems and services, from April 1997 to December 1997. Prior to that, Mr. Davis served as president of Prevue Networks, Inc., a supplier of electronic program guides and program promotion services for the cable and satellite television markets, from July 1996 to February 1997. Prior to that, Mr. Davis founded and served as president of TV Guide On Screen (which later merged with Prevue Networks, Inc. and is now part of Gemstar TV Guide International), a joint venture of News Corporation and TCI (now part of Comcast) which supplied electronic program guides and navigational software for the cable television market, from January 1993 to July 1996. Mr. Davis received a B.S. in accounting and psychology and an M.A. in criminal justice from the State University of New York at Albany, and a J.D. from Columbia University.

Gregory C. (Greg) Dozier

Greg Dozier was appointed Commissioner of the Georgia Department of Driver Services (DDS) by Governor Sonny Perdue on May 2, 2005. As Commissioner of the state’s driver licensing and testing agency, Greg guides a team of approximately 800 employees and develops and manages a state fund budget in access of $47,000,000. Since his appointment as Commissioner, DDS has celebrated many customer service improvements. Commissoner Dozier has supported the expansion of DDS web-based initiatives. Citizens now have access to many transactions (on-line address change, reservation status, access personal driving history, renewal of a license or ID Card). By initiating improvements to the Department’s computerized lobby-management system, the Average Wait Time to begin service at Customer Service Centers decreased from 22:24 minutes (July 2005) to 6:40 minutes (May 2006). Free licenses issued have decreased from 1100 per week in July 2005 to 15 in May 2006 saving the State millions of dollars.
Governor Perdue also appointment Greg to the nine-member Georgia Driver Education Commission in August 2005. As Chairman, he helps the Commission identify improvements to Georgia’s driver education program including the newly-passed Joshua’s Law (effective January 2007).
Greg began his career in state government in 1995 as an analyst for the Legislative Budget Office. A few years later he transferred to the State Board of Pardons and Paroles where he held the position Director of Accounting. In 1999 he transferred to the Governor’s Office of Planning and Budget (OPB) where he initially served as the Policy Coordinator; and was later promoted to the Division Director of the General Government and Public Safety Division. This position afforded him the opportunity to work closely with the Governor and his staff on many policy and budget issues – many affecting the State’s driver’s license issuance and testing process.
Greg holds a Bachelor of Science degree in criminal justice and a MBA in finance from Georgia State University.

Matthew Dunlap

Matthew Dunlap of Old Town was elected by the Legislature to serve as Maine's 47th Secretary of State. He was first sworn into office on January 7, 2005.?Secretary Dunlap's career in public service began with his election to the Maine House of Representatives in 1996. During eight years in the Legislature, he served three terms as House Chair of the Joint Standing Committee on Inland Fisheries and Wildlife. He was also Democratic Chair of the 2002 Legislative Apportionment Commission, a member of the House Standing Committee on Elections, served as House Chair of the Citizen's Advisory Commission to Secure the Future of Maine's Wildlife and Fish, and was the first House Chair of the Joint Standing Committee on Program Evaluation and Governmental Accountability. He was Chair of the Old Town Democratic City Committee, and also Chair of the Marsh Island Community Deer Committee. Secretary Dunlap chaired a special task force in 2006 to plan for the future of the state's Cultural Building, and is the Chair of the 2006-2007 Maine State Employees Combined Charitable Appeal.
Dunlap's notable legislative activities included securing passage of the Great Ponds Act, the creation of the Maine Online Sportsman's Electronic System (MOSES), sponsorship of the legislation creating the Maine Atlantic Salmon Commission, protections for permanently disabled workers under the State Retirement System, creation and development of the Lifetime Hunting and Fishing License, stabilization of conservation revenue streams, and the creation of the Office of Program Evaluation and Governmental Accountability.
Dunlap has been an active and vigorous promoter of technological improvements in the delivery of government services. In addition to his legislative work developing the MOSES system, as Secretary of State he is a member of the InforME board. Dunlap is also a member of the Board of Directors of the National Electronic Commerce Coordinating Council. As Maine's chief motor vehicle official, he has also continued the work to modernize and integrate the electronic delivery of many services, including Rapid Renewal and online driver's license renewals. In this role he was nominated by Governor John Baldacci and Senator Susan Collins to be a member of the Negotiated Rulemaking Committee to Establish Minimum Standards for State-Issued Driver's Licenses and Identification Cards created under the Intelligence Reform Act. With passage of the Real ID Act, Dunlap has been an active participant in the national discussion of identity security.
Dunlap is a member of the National Association of Secretaries of State, and former co-chair, with Secretary of State Ron Thornburgh, R-Kansas, of that organization's Voter Participation Committee, is a member of the International Relations Committee, and as Eastern Region Vice President is a member of the Executive Committee.

Patrick Fernan is the Operations Manager for the Wisconsin Department of Transportation's (WisDOT) Division of Motor Vehicles. Patrick has been with DMV for approximately two years and is Wisconsin's lead for REAL ID-related efforts. He has also worked for the Wisconsin State Patrol and the Division of Highways within WisDOT. Patrick received a law degree and masters in public policy and administration from the University of Wisconsin.

Ieuan has had a range of experience in both private and public sectors since completing his mathematics degree at Queens’ College, Cambridge. He qualified as a Chartered Accountant in 1980 and subsequently worked for 12 years for Ernst & Young and then Coopers & Lybrand – in audit, computer audit, computer consultancy and finally in business and IS strategy consultancy. He left C&L to join the University Hospital Wales in Cardiff, at the time the third largest NHS Trust in the UK, as Finance Director then moving to become Regional Director of Finance for the S&W NHS Executive, and finally Deputy Director of Finance for the NHS/DoH. He joined DVLA in January, 2001, as Director of Finance and Strategy and was awarded his PhD for research into change management and organisational learning in 2001. He has been a member of the UK Accounting Standards Board public sector committee for the last 8 years. He is originally from Llanelli and speaks Welsh.

Philippe Guiot is the Chief Information Officer for the American Association of Motor Vehicle Administrators (AAMVA), where he is responsible for the information systems developed, implemented and operated by AAMVA. During his career at AAMVA, Mr. Guiot supervised the implementation and operations of several nationwide Driver and Vehicle systems including the Commercial Driver’s License System (CDLIS), the National Motor Vehicle Information System (NMVTIS), the Social Security On-Line Verification System (SSOLV), the Electronic Verification of Vital Event Records (EVVER) and the Digital Image Exchange system to name a few.
Prior to joining AAMVA, Mr. Guiot worked for CGI systems in France and in the US where he gained extensive experience in system development life cycle methodologies, business reengineering processes and software engineering technology working on large scale IT projects.
Mr. Guiot holds a masters degree in Mechanical Engineering and Production Management from l’Ecole National Superieur D’Arts et Metiers, Paris.

Debora Jerome

Debora Jerome started as a Driver Examiner in September 1984 and ended up a Driver Examiner III; a manager of a large, full service office. Since there was no combat pay, Debora moved to Driver’s License Administration, in 1997, to instruct new employees. The position eventually morphed into her current position of Systems Administrator/Project Coordinator, or Jack-of-All-Trades.
At Debora’s current position, she is a liaison between DL employees and the IT group, maintaining “smooth” systems operations for DL offices. She also participates in the design and testing of new system processes and procedures.
As Project Coordinator, recently completed projects include Colorado’s conversion to central issue, a systems upgrade, which improved fraud prevention and changed driver’s license to a “paperless” application process, and implementation of the SSOLV system for verification of the SSN and the SAVE system for verification of immigration documents.
Debora also had the opportunity to be a member of the now-dissolved AAMVA Uniform Identification Subcommittee, which developed standards for DL/ID issuance for national reference. As well as this, she was a member of the national AAMVA Real ID Task Force.
Due to Colorado’s national reputation as a State “ahead of the game” on security issues, Debora was invited to speak in Washington DC, on Colorado’s behalf, on steps that Colorado has taken to combat fraud and improve and secure issuing processes.

Dr. Robert Jones is Chief Scientist at Digimarc Corporation, where he has responsibility for the design and development of highly secure, robust driver license cards and provides direction on the business’s new product strategy and technical input the marketing and sales efforts worldwide. Dr. Jones has more than 30 years of materials engineering experience, including hands-on management of driver license and ID card design; materials and security feature specification, and test requirement specification for all of Digimarc’s digital ID card system projects. Additionally, he oversees the development and implementation of new high security ID products and ensures that final driver license and ID card designs meet all customer requirements.
Dr. Jones’ extensive educational background includes both a Bachelor of Science degree in Chemical Engineering from Syracuse University and a Ph.D. in Physical Chemistry from Tufts University.

A senior level executive with 29 years of U.S. Government experience, Mr. Kefauver is Principal of his own consulting firm, Fall Hill Associates, LLC. He also has served as Adjunct Professor at the James Monroe Professional and Graduate Center of the University of Mary Washington, teaching international business and a course entitled “Global Issues in the 21st Century”.
Prior to this, he was Managing Director, Secure Document Systems for Intergraph. Immediately prior to that, he was Vice President of STATISTICA and before that served as Deputy Assistant Secretary of State, Passport Services, at the U.S. Department of State.
Mr. Kefauver's background provides in depth knowledge of secure document production systems, with emphasis on border control and management. He has chaired many international fora, including the International Civil Aviation Organization (ICAO) Work Group on New Technologies, as well as within the International Standards Organization (ISO) with the goal of developing world standards for identity and biometric measurement and machine verification of domestic and international documents.
Before joining the Department of State, Mr. Kefauver was Deputy Executive Director with the Federal Trade Commission for five years; prior to that, he served in a variety of increasingly responsible managerial positions with the Federal Trade Commission and the National Labor Relations Board. Throughout his government career, Mr. Kefauver was frequently recognized for outstanding service. He is frequently called upon for speeches and presentations at technical symposia, conferences and professional meetings.

Ms. Levin serves as the Senior Advisor to the Department of Homeland Security Privacy Office. Her responsibilities include advising the Chief Privacy Officer on internal and external privacy matters, conducting reviews of possible privacy violations, and coordinating forums on significant privacy issues. She is currently working on the REAL ID Act rulemaking and drafting additional privacy guidelines for the Department.
Prior to joining the DHS Privacy Office in April 2005, she was a Senior Attorney in the Division of Financial Practices at the Federal Trade Commission, where she was responsible for the first privacy cases, coordinated many public workshops, served as the first manager of the COPPA enforcement program, and was one of the lead attorneys enforcing the Gramm-Leach-Bliley (GLB) Safeguards Rule.

Terry Mitchell has worked for the state since 1983. He started working in driver license in 1987 as an Examiner I in Lawrence, Kansas. Terry was promoted to an Examiner III in 1990 and assigned to a CDL office in Topeka. He managed that office through the CDL early days until it closed. He then promoted to a Public Service Administrator in the Chief Examiners office in 1993. Terry became the Chief Examiner early in 2007.
Terry has been involved in many projects in Kansas Driver License including downsizing, using third party county government offices and third party license vendors. One of our best success stories was going from over the counter issuance to central issue.

Joe Sanders joined Digimarc in June 2004 as the Director of Motor Vehicle Market Development. Prior to this, Joe spent over a year as an identification security consultant to the American Association of Motor Vehicle Administrators (AAMVA) working exclusively on projects surrounding the Uniform Identification (UID) Subcommittee. Joe worked closely with the AAMVA Programs and Technical Divisions and authored much of the DL/ID Security Framework document as well as the AAMVA International Specification DL/ID Card Design. Prior to his retirement from New York State government in March 2003, Joe was Chair of the AAMVA UID Subcommittee, Vice-Chair of the AAMVA International Driver License and Control Committee and a member of the 2001 Task Force on Identification Security for AAMVA. He chaired the AAMVA Working group that developed the first Model Program for Uniform Identification Standards in the mid-1990s.
Joe has over 30 years of experience with New York State government for the Departments of Transportation and Motor Vehicles in a variety of areas including engineering, quality control, computer systems, analysis, budget, finance, customer service, field office operations, driver safety and numerous project management leadership positions. He held Office Head positions in the Department of Motor Vehicles in the areas of Fiscal Management, Field Operations, Document Production, Customer Service Delivery, Driver Safety and Motor Carrier Systems. Joe chaired the group that redesigned the Driver License/Identification System in New York that led to the State's first digital image captures and card production in 1992.
Joe graduated from Rensselaer Polytechnic Institute (RPI), Troy, New York, with an MS and BS in Management Science and Management Engineering. He holds several certificates of study in Public Administration.

Ray Scheppach was appointed Executive Director of the National Governors Association (NGA) in January 1983. As executive director, Ray oversees the day-to-day operations of the association and works closely with NGA’s chair and vice chair and their staffs to help identify priorities for the nation’s governors. The association has three major missions: to produce information and analysis of state innovations and practices, to create a bipartisan forum for governors to establish and implement policy on federal issues and to assist governors in managing state government.Prior to NGA, Ray worked for seven years at the Congressional Budget Office, serving the last two years as Deputy Director. Prior to that he worked for seven years in economic consulting and two years as an economist with the Standard Oil Company (Ohio). Under his leadership, NGA has risen to become one of the most powerful lobbying groups in Washington. NGA was ranked 12th by Fortune magazine in its 1999 annual survey of the most influential trade associations, labor unions, and interest groups. As an advocate for federalism, Ray has testified before Congress on behalf of the nation’s governors on numerous occasions. He has written numerous professional articles on various public policy issues and has authored and co-authored four books on economics, including co-writing the 1984 book New Directions in Economic Policy: An Agenda for the 1980s. His specializations include federal and state budgets, health care policy, energy policy and United States competitiveness in the world economy. Ray is one of the country’s foremost experts on the role of government in the new economy. He co-authored the NGA report, Governance in the New Economy, which examines the forces shaping the U.S. economy and influencing American governance. Ray received his bachelor’s degree in business administration from the University of Maine, and his master’s and doctorate degrees in economics from the University of Connecticut.

Rose Trasatti is currently a Project Manager with the National Association for Public Heath Statistics and Information Systems. Ms. Trasatti has over 22 years of software development experience, including requirements analysis, design, development and implementation of vital records automation systems in jurisdictions across the country. In addition to her knowledge of full life-cycle system development; she also has extensive experience in project management.
Ms. Trasatti provides technical and re-engineering assistance to the vital records offices as they develop and automate electronic registration systems. Additionally, Ms. Trasatti is responsible for the implementation, and rollout of the Electronic Verification of Vital Events system that NAPHSIS has developed.
Ms. Trasatti holds both a Bachelor’s Degree and Master’s Degree in Computer Science and a Master’s Degree in Library Science.

Trish earned a degree in Business Administration from Lincoln University and worked for Southwestern Bell for 15 years before entering public service. She served as the state director for Senator John Ashcroft and, prior to becoming director of the Department of Revenue, was the Deputy Secretary of State for Business Services for then-Secretary of State Matt Blunt. Trish managed three departments at the Secretary of State’s office – Corporations, Uniform Commercial Code, and Commissions.
